Yes they have. They just never told anyone what they did to fix it. All wardecs have an assigned end-date that can be extended by the aggressor paying the bill. Now when a corporation leaves an alliance it inherits the end-date from the parent war...

When you log under a tower your ship does not attempt a warp. Which means you could (and still can) log under a **** caged tower shield. This however is an entirely new situation that was never intended by the devs. I strongly believe they did not...
